How Interdependence Became Rivalry

U.S.–China rivalry is often explained as a consequence of China’s rise, but changes in relative power do not fully explain how a relationship built around trade, investment, diplomatic engagement, and institutional integration became organized around national security. This essay examines how economic interdependence changed from a presumed restraint on competition into one of its principal instruments.
